I have a solution for you, but the Yakima Enclosed Cargo Carrier # Y62VR will not fit in a Class I hitch like the Draw-Tite # 24956 because it is made for only class III or class IV hitches. What you will need to do is find the rubber conduit that carries the wiring from the hatch lights to the door frame of the vehicle. Typically this is at the top of the door. If you look for a black rubber hose that runs from the hatch to the door frame that's what you need. Inside this will be the wiring for the taillights.

I'd be curious to know what bike racks were being used and the weight of the bikes as well. I wouldn't be shocked if the people who had sagging and swaying were overloading the rack/hitch.
